. For the Essay assignment, students are to compose a short argumentative essay on one of the assigned essay questions posted on the following topics. Essays should provide evidence of having consulted and utilized at least 5 peer reviewed sources and should make a clear, convincing and concise case in support of the position being addressed. The issues should also apply the theoretical considerations (ideas, interests and most importantly institutions) introduced in the first half of the course and expanded upon during the critical reflection piece.

The purpose of the paper is to develop in depth appreciation of the implications that dealing with policy challenges has on institutions at all levels of government. Students must use a bare minimum of 5 peer-reviewed sources in their paper and 3 city websites as resources. Students should make every effort to use journal articles for information. Websites of reputable organizations may also be used, but any information drawn from websites must be referenced in its entirety, including author of site, full website address, title of website, and date material retrieved. The author-date system of referencing is preferred, but consistency is most important.
